The dynamic camera follows the track and adjusts tilt and speed to the terrain. That's the flyover. Or set the angles yourself, per segment, and add a pause at the summit if you want the viewer to see the view.
On strava.com, open the activity, click the three dots below the title and choose Export GPX. The phone app doesn't have this, so use a browser.
In the editor, click Select GPS File and pick that file. The track appears over 3D terrain.
Turn on the dynamic camera and press play to check the flyover. Then export the MP4 in 1080p or 4K.
